Explanation of Masking Rules

The 2012 Indicators Report employs masking of performance data in order to comply with the federal Family Educational Rights and Privacy Act (FERPA). Generally speaking, the term "masking" refers to the use of special symbols to conceal the performance results. STAAR is masked when very few students in a group are assessed. If performance is revealed for a group of very few students, then it is possible that the result for an individual student could be known, which violates that student's right to privacy.

The tables below show each of the masking situations that are possible on the 2012 Indicators Reports. Different rules apply for the STAAR indicators compared to other performance indicators.

Other Information:

  • The above rules will mask at Phase-in 1 Level II or above as well as at Final Level II or above and at Level III Advanced. If at Phase-in 1 Level II or above is not masked, then the other two performances are not masked, regardless of size.
  • TAKS performance is not included in the numerator for at Final Level II or above or at Level III Advanced but is included in the denominator for all.
