States are required to publicly report the performance of local educational agencies (LEAs) against the state targets in the State Performance Plan (SPP) no later than 120 days following the State's submission of its annual performance report to the Office of Special Education Programs (OSEP) (see 20 U.S.C. 1416(b)(2)(C)(ii)(I) and 34 C.F.R. 300.602(b)(1)(i)(A)). The SPP Public Report Generator may display “NR” (No Report) in place of certain data values. This designation may appear in fields such as “LEA Rate” or “Performance Against the State Target.” The use of “NR” reflects data masking practices aligned with OSEP QA 23-01, Question C-9, and ensures compliance with federal privacy requirements.
