State Performance Plan Indicator Reports

States are required to publicly report the performance of local educational agencies (LEAs) against the state targets in the State Performance Plan (SPP) no later than 120 days following the State's submission of its annual performance report to the Office of Special Education Programs (OSEP) (see 20 U.S.C. 1416(b)(2)(C)(ii)(I) and 34 C.F.R. 300.602(b)(1)(i)(A)). Masking Rules

In the LEA SPP Indicator reports, certain areas may be marked as "N/A" (Not Applicable) in the "LEA Rate" and/or the "Performance Against the State Target" columns. This occurs due to one or more of the following conditions:

  • The LEA did not meet the minimum size requirement (MSR). In this case, N/A is used to mask data, protecting student confidentiality as required by the federal Family Education Rights and Privacy Act (FERPA).
  • The data was not analyzed due to availability issues such as the LEA did not submit the required data.
  • The LEA reported zero counts because no students met the criteria for that specific indicator.
