SPP Public Report Generator

States are required to publicly report the performance of local educational agencies (LEAs) against the state targets in the State Performance Plan (SPP) no later than 120 days following the State's submission of its annual performance report to the Office of Special Education Programs (OSEP) (see 20 U.S.C. 1416(b)(2)(C)(ii)(I) and 34 C.F.R. 300.602(b)(1)(i)(A)). Data Note: The State Performance Plan Indicator (SPPI) 11, 12, and 13 data submitted to the federal government represent pre-clarification data to ensure alignment and consistency with federal reporting requirements for the State Performance Plan/Annual Performance Report (SPP/APR) submission. These data are submitted on the first business day of February and subsequently reported no later than 120 days through the SPP Public Report Generator. The local educational agency (LEA), regional education service center (ESC), and state-level data are reported against the state's SPP targets.

Masking Rules

The SPP Public Report Generator may display “NR” (No Report) in place of certain data values. This designation may appear in fields such as “LEA Rate” or “Performance Against the State Target.” The use of “NR” reflects data masking practices aligned with OSEP QA 23-01, Question C-9, and ensures compliance with federal privacy requirements.

“NR” is used in the following reporting scenarios:

  • No Data – The local education agency (LEA) did not submit data, or the data were otherwise unavailable.
  • Not Applicable – The indicator does not apply to the LEA based on federal reporting requirements or the population served.
  • Did Not Meet Minimum Size Requirement (MSR) – The LEA did not meet the minimum number of students required for public reporting. In these cases, data are suppressed to protect student privacy in accordance with the Family Educational Rights and Privacy Act (FERPA).
  • No Rate Reported – For SPP Indicators 4A, 4B, 9, and 10, no rate is reported as LEA-level compliance and contribution to State targets are not percentage-based, as specified in the Part B SPP/APR Indicator Measurement Table for federal fiscal years 2020-2025.
