Snapshot 2019: Item Definitions

The definitions below are ordered in the sequence in which the items appear in the District Detail search results and Summary Tables. For a description of the column headers in the data download files, please download Description File (layout *.lyt) from the Snapshot Download Statistics page.

District or Charter Name: For districts, it includes one of the following designations based on the governance system:

  • ISD (Independent School District): A locally elected board of trustees governs the district.
  • CSD (Common School District): The commissioner's court of the county governs the school district.
  • MSD (Municipal School District): The city council governs the school district.

County Number and Name: A unique identifier assigned to each county for administrative purposes. The numbers correspond to the alphabetic order of county names. (Source: Organization Master Files)

Region: The education service center (ESC) region from which the district receives educational services. This is not necessarily the service center assignment based upon geographic location, although in most cases they are the same. There are 20 ESCs serving districts in the state. 1. District Accountability Rating: The district rating assigned by the 2019 state accountability system. Districts are classified as either A, B, C, D, F or Not Rated. See the 2019 Accountability Manual for a detailed description of the 2019 accountability criteria and standards. (Source: Division of Performance Reporting)

2. Total Number of Schools: A count of schools in a district that have a unique state-assigned nine-digit identifier and had students enrolled as of October 26, 2018. (Source: Organization Master Files; TSDS PEIMS, 40110)

3. Total Students: The number of students in membership as of October 26, 2018, at any grade, from early education through grade 12. Membership differs from enrollment because it does not include those students who are served in the district for less than two hours per day. (Source: TSDS PEIMS, 40110)

4. Students % African American: Percentage of total students reported as African American. (Source: TSDS PEIMS, 40110)

5. Students % Hispanic: Percentage of total students reported as Hispanic. (Source: TSDS PEIMS, 40110)

6. Students % White: Percentage of total students reported as white. (Source: TSDS PEIMS, 40110)

7. Students % American Indian: Percentage of total students reported as American Indian. (Source: TSDS PEIMS, 40110)

8. Students % Asian: Percentage of total students reported as Asian. (Source: TSDS PEIMS, 40110)

10. Students % Two or More Races: Percentage of total students reported as two or more races. (Source: TSDS PEIMS, 40110)

11. Students % Economically Disadvantaged: Percentage of total students reported as economically disadvantaged. Economically disadvantaged students are those who are reported as eligible for free or reduced-price meals under the National School Lunch and Child Nutrition Program, or other public assistance. Students reported with any one of these status codes may or may not be enrolled in a special program such as compensatory or special education. (Source: TSDS PEIMS, 40110)

12. Students % English Learners (EL): Students identified as participating in programs for English learners (EL), expressed as a percentage of total students. Students are identified as EL by the Language Proficiency Assessment Committee (LPAC). English learners may also be counted in other special programs. Note that the descriptors “English Learner” and “Limited English Proficient (LEP)” may be used interchangeably. (Source: TSDS PEIMS, 40110)

13. Students % Special Education: Students identified as participating in programs for students with disabilities expressed as a percentage of total students. Students are placed in special education by their Admission, Review, and Dismissal (ARD) committee. Students in special education may also be counted in other special programs such as career and technical or bilingual/English as a second language (ESL) education. (Source: TSDS PEIMS, 40110)

14. Students % Bilingual/ESL Education: Students identified as participating in bilingual or ESL education expressed as a percentage of total students. Students in bilingual/ESL education may also be counted in other special programs such as special or career and technical education. (Source: TSDS PEIMS, 40110)

15. Students % Career and Technical Education: Students identified as taking career and technical education courses expressed as a percentage of total students. Students taking these courses may also be counted in other special programs such as special or bilingual/ESL education. (Source: TSDS PEIMS, 40110)

16. Students % Gifted and Talented Education: Students identified and served in state-approved gifted and talented programs expressed as a percentage of total students. Students in gifted and talented education may also be counted in other special programs such as career and technical or bilingual/ESL education. (Source: TSDS PEIMS, 40110)

17. Attendance Rate (2017-18): The total number of days students were present in 2017-18 divided by the total number of days students were in membership in 2017-18. Only students in grades 1-12 are included in the calculations. (Source: TSDS PEIMS, 42400)

18. Annual Dropout Rate Gr. 9-12 (2017-18): The total number of students reported as dropouts during 2017-18 in grades 9-12 expressed as a percentage of the total number of students in attendance at any time during 2017-18 in grades 9-12. (Source: TSDS PEIMS, 40203, 42400, 42500; TxCHSE Records)

Per Texas Education Code (TEC) Chapter 39, the following students are excluded from campus and district annual dropout calculations:

  1. Student ordered by a court to attend a high school equivalency certificate program but has not earned a high school equivalency certificate;
  2. Student was previously reported to the state as a dropout;
  3. Student was in attendance but not in membership for purposes of average daily attendance;
  4. Student was initially enrolled in a school in the United States in any grade 7 through 12 as an unschooled refugee or asylee;
  5. Student attends a district exclusively as a function of having been detained at a county detention facility and is not otherwise a student of the district in which the facility is located;
  6. Student who is incarcerated in a state jail or federal penitentiary as an adult or as a person certified to stand trial as an adult;
  7. Student in a Texas Juvenile Justice Department facility or residential treatment facility served by a Texas public school district;
  8. Student who is at least 18 years of age as of September 1 and has satisfied the credit requirements for high school graduation; has not completed individualized education program (IEP); and is enrolled and receiving IEP services.

State and region annual dropout rates are calculated without exclusions.

19. 4-Year Longitudinal Graduation Rate (Class of 2018): The number of students who began 9th grade in 2014-15 and graduated before or by the end of their expected graduation year of 2017-18. This count is expressed as a percentage of the final number of students in the class after four years. 20. 5-Year Longitudinal Graduation Rate (Class of 2017): The number of students who began 9th grade in 2013-14 and graduated within a year after their expected graduation year of 2016-17. This count is expressed as a percentage of the final number of students in the class after five years. 21. 6-Year Longitudinal Graduation Rate (Class of 2016): The number of students who began 9th grade in 2012-13 and graduated within two years after their expected graduation year of 2015-16. This count is expressed as a percentage of the final number of students in the class after six years. 22. Annual Graduate Count (2017-18): The number of students who graduated during the 2017-18 school year, including the summer of 2018. This count includes 12th grade graduates, as well as graduates from other grades. Counts of graduates identified as receiving special education services are included in this total. 23. Annual RHSP/DAP/FHSP-E/FHSP-DLA Graduate Count (2017-18): This indicator shows the number of annual graduates who were reported as having satisfied the course requirements for the Texas State Board of Education Recommended High School Program (RHSP), Distinguished Achievement Program (DAP), or the Foundation High School Program (FHSP) with an endorsement (FHSP-E) or the distinguished level of achievement (FHSP-DLA). RHSP graduates are students with graduation type codes of 19, 22, 25, 28, or 31; DAP graduates are students with graduation type codes of 20, 23, 26, 29, or 32; FHSP graduates are students with graduation type codes of 34, 54, 55, 56, or 57. 24. STAAR % at Performance Level Standards for All Subjects: Percentage of STAAR or substitute tests taken in 2018-19 for all grades and all subjects at 1) Approaches Grade Level Standard or Above, 2) Meets Grade Level Standard or Above, and 3) Masters Grade Level Standard. The performance of students taking STAAR 3-8 (including STAAR Alternate 2) and STAAR 3-5 Spanish are included. 38. SAT/ACT Results -  % Tested (2017-2018): The number of 2017-2018 graduates who took either the College Board's SAT or the ACT, Inc. ACT assessment, expressed as a percentage of all graduates. (Source: SAT/ACT File; TSDS PEIMS, 40203)

39. SAT/ACT Results -  % At or Above Criterion (2017-2018): The number of 2017-18 graduating examinees who scored at or above the criterion score (480 on the SAT evidence-based reading and writing or 19 on ACT English section and 23 composite; and 530 on SAT mathematics or 19 on ACT Mathematics section and 23 on the ACT composite) expressed as a percentage of all 2017-18 graduating examinees taking either the SAT or ACT. 40. SAT - Average Score (2017-2018): The average of SAT total scores (a sum of evidence-based reading and writing and mathematics) for 2017-18 graduates who took the SAT divided by the number of 2017-18 graduating SAT examinees. Total scores for the SAT range from 400 to 1600 for evidence-based reading and writing and mathematics combined. Total score for each examinee is calculated based on the best section scores from all SAT tests taken by the examinee anytime during their high school years. (Source: SAT/ACT File)

41. ACT - Average Score (2017-2018): The average of ACT composite scores (an average of English, mathematics, reading, and science), created by summing the composite scores for 2017-18 graduates who took the ACT divided by the number of 2017-18 graduating ACT examinees. Scores on each of the ACT sections range from 1 to 36. Composite score for each examinee is calculated based on the best section scores from all ACT tests taken by the examinee any time during their high school years. (Source: SAT/ACT File)

42. Total Staff FTE: A count of all personnel employed by the school district as of the fall of the 2018-19 school year, including both professional and paraprofessional positions. All staff counts are expressed as full-time equivalents (FTEs). The appropriate portion of an FTE is allocated to each of the responsibilities associated with an individual based on a percentage of total time worked. 43. Total Teacher FTE: The FTE count of personnel categorized as teachers, including special duty and permanent substitute teachers. Substitute teachers should not be confused with persons hired on a daily basis to substitute teach. (Source: TSDS PEIMS, 30050, 30090)

44. Staff % Central Administration: The FTE count of personnel classified as administrators in the central office expressed as a percentage of total staff FTEs. Central office administrators include superintendents, assistant superintendents, business managers, tax assessor-collectors, directors of personnel, and other roles such as instructional officers and athletic directors, if reported at the central office. 45. Staff % Campus Administration: The FTE count of personnel classified as school administrators expressed as a percentage of total staff FTEs. School administrators include principals and assistant principals, and other roles such as instructional officers and athletic directors, if reported at a specific school. 46. Staff % Professional Support: The FTE count of personnel categorized as support staff expressed as a percentage of total staff FTEs. Support staff are defined as therapists, psychologists, counselors, diagnosticians, physicians and nurses, librarians, department heads, and miscellaneous other support roles. 48. Staff % Educational Aides: The FTE count of personnel categorized as educational aides, or educational aides/interpreters, expressed as a percentage of total staff FTEs. Educational aides perform routine classroom tasks under the general supervision of a certified teacher or teaching team. Interpreters translate for students who are deaf or hearing-impaired. 49. Staff % Auxiliary: The FTE count of personnel categorized as auxiliary staff expressed as a percentage of total staff FTEs. Auxiliary staff are those personnel reported without a role but with a TSDS PEIMS employment and payroll record. Examples include food service workers, bus drivers, secretaries, and custodial staff. For auxiliary staff, the FTE is simply the value of the percentage of day worked expressed as a fraction. (Source: TSDS PEIMS, 30050, 30090)

50. Average Central Administrative Salary: The sum of all the salaries of central administrators divided by the total FTE count of central administrators. The salary amount is pay for regular duties only; any supplements are excluded. (Source: TSDS PEIMS, 30050, 30060, 30090)

51. Average Campus Administrative Salary: The sum of all the salaries of school administrators divided by the total FTE count of school administrators. The salary amount is pay for regular duties only; any supplements are excluded. (Source: TSDS PEIMS, 30050, 30060, 30090)

52. Average Professional Support Staff Salary: The sum of all the salaries of professional support staff divided by the total FTE count of professional support staff. The salary amount is pay for regular duties only; any supplements are excluded. (Source: TSDS PEIMS, 30050, 30060, 30090)

53. Average Teacher Salary: The sum of all the salaries of teachers divided by the total FTE count of teachers. The salary amount is pay for regular duties only; supplemental payments for activities such as coaching, band and orchestra assignments, and club sponsorships are excluded. 54. Staff % Minority: The FTE count of all personnel reported as non-white expressed as a percentage of total staff FTEs. (Source: TSDS PEIMS, 30040, 30050, 30090)

55. Number of Students Per Total Staff: The total number of students divided by the total staff FTE count. (Source: TSDS PEIMS, 30050, 30090, 40110)

56. Number of Students Per Teacher: The total number of students divided by the total teacher FTE count. (Source: TSDS PEIMS, 30050, 30090, 40110)

57. Teacher % With 5 or Fewer Years of Experience: The FTE count of teachers with zero through five years of total professional experience expressed as a percentage of the total teacher FTE count. 58. Teacher Average Years of Experience: A weighted average obtained by multiplying each teacher's FTE count by his or her years of experience, summing for all weighted counts, and then dividing by total teacher FTEs.
