AEIS Reports Update

(This email was sent to the superintendents of the 70 school districts whose AEIS reports were affected.)

TO THE SUPERINTENDENT ADDRESSED:

This letter is to inform you that several indicators on the 2011-12 Academic Excellence Indicator System (AEIS) reports for your district were reported in error due to the processing of the legislatively-mandated exclusions of certain students from district-level aggregations.  The inaccurate results only affected district-level indicators and did not affect any indicators reported at the campus level.  For your reference, the attached PDF file provides the corrected results for each of the affected indicators compared to the results that were originally reported for your district.

The corrected district-level AEIS report and data download file for 2011-12 have been updated on the TEA website at http://www.tea.state.tx.us/perfreport/aeis/index.html and have been posted to the Texas Education Agency Security Environment (TEASE) website. Further, since the district-level results are included on each campus AEIS report, the campus AEIS reports have also been updated to include the corrected district-level information in the District column.

Legislative Exclusions for Certain Campus Types
Texas Education Code (TEC) §39.054(f) and §39.055 stipulates that students confined by court order in a residential program or facility operated by or under contract with the Texas Youth Commission (TYC) are not considered students of a school district for the purpose of determining the performance or accreditation status of the school district in which the program or facility is located. House Bill (HB) 3092 amended the TEC §39.054(f) and §39.055 to extend the exclusion to students in programs and facilities of the Texas Juvenile Probation Commission (TJPC) and any other governmental entity, including juvenile boards.  TEC further stipulates that the performance of students served in certain campuses cannot be used in evaluating the district where the campus is located. Three campus types that are specifically addressed in statute are Residential Treatment Facility (RTF) campuses, TJPC campuses, and TYC campuses.

In order to implement TEC §39.054(f) and §39.055, specific student attribution codes are used to identify and remove students from the performance results of the serving district. The processing error excluded the results of all students on your RTF, TJPC, or TYC campus(es) from the district-level aggregations.  The corrected results now only exclude the students with the appropriate student attribution codes, rather than all students on these campuses.

District Requirements
In the event your district has already held its AEIS hearing for public discussion, there is no requirement to hold a new hearing.  If you have not yet had your hearing, please use the updated, corrected reports. If this will cause you to need additional time, the 90-day window is automatically extended.  There is no need to request this extension.
