| The
2003-04 school year marked the first year of the new
state accountability system
for more than 1,200 school districts and 7,800 campuses,
including charter operators and charter schools, in
the Texas public education system. However, the alternative
education campuses (AECs) were not rated in 2004 while
the new AEA procedures were developed.
