Overview

The Foundation High School Program (FHSP) Enrollment Reports display counts of students in FHSP programs in a variety of ways at the state, region, or district level.

In 2013, the 83rd Texas Legislature established the Foundation High School Program as the new high school graduation program for all students who entered Grade 9 in the 2014-15 school year or later. Students graduating in the 2013-14 through 2016-17 school years could opt to graduate under the FHSP.

Students on the FHSP may earn an endorsement in one or more fields of study: arts and humanities; business and industry; multidisciplinary studies; public services; and science, technology, engineering and mathematics (STEM).

The distinguished level of achievement is earned when requirements such as a certain number of credits in mathematics, including Algebra II, and science are completed and an endorsement is earned. The category "no endorsement declared" includes students who have opted out of earning an endorsement.

The data are compiled from the Summer (Collection 3) Submission of the Public Education Information Management System (PEIMS), a statewide data system for public education information in Texas. School districts submit their data, which are defined in a yearly publication, the TSDS TEDS Data Standards.

These reports include students enrolled in public school districts and charter schools. The reports do not include students in private schools.

Reported Information

These reports show the counts of students enrolled in Grades 9-12 who are pursuing or have earned an endorsement or distinguished level of achievement. When multiple records were submitted for a student, the record with the last enrollment date in the year was used for this report.

Five types of reports are available:

  1. Count of FHSP enrollment by endorsement combinations: This report shows the unduplicated count of enrolled students who are pursuing or have earned each endorsement or set of endorsements. That is, a student is counted only once in this report. When multiple endorsements are being pursued or have been earned, endorsements are separated by a slash ("/").
  2. Count of FHSP enrollment by endorsement and ethnicity: This report shows the count of students within each endorsement by ethnicity. Students are counted in each category for which they are pursuing or have earned an endorsement; therefore, students may be counted in more than one field of study. Students counted in the "No endorsement declared" category are not counted in any other category.
  3. Count of FHSP enrollment by endorsement, gender, and Emergent Bilingual/English Learner status: This report shows the count of students within each endorsement by gender and Emergent Bilingual/English Learner status. Students are counted in each category for which they are pursuing or have earned an endorsement; therefore, students may be counted in more than one field of study. Students counted in the "No endorsement declared" category are not counted in any other category.
  4. Count of FHSP enrollment by endorsement and grade: This report shows the count of students within each endorsement by grade. Students are counted in each category for which they are pursuing or have earned an endorsement; therefore, students may be counted in more than one field of study. Students counted in the "No endorsement declared" category are not counted in any other category.
  5. Count of FHSP enrollment by distinguished level of achievement and ethnicity: This report shows the count of students who are pursuing or have earned a distinguished level of achievement by ethnicity. Students are counted only once in this report.

You may choose a Foundation High School Program (FHSP) Enrollment Report for a selected district, a selected region, all districts in a selected region, or a statewide total. Results are available either as a web page or a comma-delimited file.
